I wouldn't give Clinton surplus credit to Reagan. I give Bush Sr. and the Congress a lot of credit for PAYGO rules. Reagan was not v concerned with the deficit. Bush Sr. was politically punished for giving a shit. Clinton was rewarded for also giving a shit. Politics are weird.

States should be the laboratories of democracy, but our particular form of federalism doesn't seem to work that well. Should look at other federal systems (like Germany) and see what they do better.

And, certain things like universal health care and social security benefit from having as wide a pool as possible, and because states use tax competition to fuck each other over (for instance the two kansas cities which have bankrupted each other in tax competition).

It's a bit more complicated than that. States fall behind for reasons inside and outside their control. It's good to provide them access to funds (not debt) to invest and grow again. The complicated part is that most of the states don't use the money well, or the funds are for dumb shit.

7. Biden - Should have cared a little more. Exploded the deficit to help us bounce out of COVID faster than anyone else. But, approved a second stimulus package that was too large and contributed to additional inflation (in an inflationary environment).
