As a political party, we would prefer to select our own candidates and have them appear in the general election where RCV would be used to select among the party selected/independent candidates, but adding RCV to top two simplifies the election process and makes it more accurate.

3. Reallocate votes by the next choice on each ballot from the eliminated candidates
