Minneapolis police officer who was first on scene of Annuncation shooting receives honor Lt. Ryan Kelly with the Minneapolis Police Department won the honor for his "bravery, leadership, and selfless service" on Aug. 27, 2025.

Lt. Kelly didn’t hesitate—he acted fast and prevented further loss during the Annunciation Church shooting. His bravery sets the standard and reflects the duty carried by every person who puts on the uniform.

There couldn’t be anyone more deserving of this honor.
