I had similar situation.Animal Control couldn’t help,I wound up calling non-emergency 911 number to the sheriff’s department.Also sent email to Sheriff.Deputies came out with a crate to remove the dog,spoke to neighbor&left w/o dog.Neighbor has been much better ever since.I’m in Wilmington,NC(NHC).🤞
