We need a fundamental shift in how we govern: moving from short-term projects to long-term Missions.
A mission connects political "Whys" to technical "Hows":
✅ Missions (Set by Politicians)
✅ Outcomes (Set by Executive Leadership)
✅ Outputs (Set by Delivery Teams)

Last week we talked about the "output trap" - the focus on delivering things but struggling to move the needle on things that impact people's lives.
Outcomes like healthy life expectancy, and a growing economy.

Wythnos diwethaf buom yn trafod y “trap allbynnau” – y ffocws ar gyflawni pethau, ond yr anhawster i symud y nodwydd ar y pethau sy’n gwneud gwahaniaeth i fywydau pobl.
Canlyniadau fel disgwyliad oes iach, ac economi sy’n tyfu.

Joining NHS Wales last year, I found it baffling having to do days of mandatory training on things unrelated to my role in digital:
- how to sort clinical waste
- how to evacuate patients from hospital in a fire
And Welsh language awareness training as a Welsh speaker. 🥲
Having to send out letters for hospital appointments even when you are standing there in front of them in reception making the appointment and adding it to your calendar in real time.
(This isn’t universal, I know)
And then getting two identical letters in the post - but that’s another story!

If you could break or change any rule to provide better public services in Wales, what would it be?
Where are we creating the very friction we then ask frontline staff to manage?
When risk is pushed upwards, approval chains grow. When assurance multiplies, learning shrinks.
Transformation requires restoring proportion – redesigning accountability to support delivery, rather than constraining it.
