The ultra rich have engaged in both a "gentleman's agreement" and basic collateral as the mechanisms to extract the vast wealth of their companies stock prices.
And it works because governments guarantee collateral by declaring them "too big to fail" so they bail them out w/ taxpayers money.
Here's the thing. Trevor is pointing out that you *CAN* tax it, because it's in your name. You can write the tax code to say "you owe x% of the value of "A" class/premium/exclusive shares in your name at the highest value in the tax year."
