If there are shortages internationally, do we leave the realms of a competitive market? What about speculators buying up fuel on the basis fuel prices will continue to rise? Would chaotic price rises cause harm and lead to unpredictable behaviour?

If prices were inflating mid shipment, gov ends up guaranteeibg payment to ensure supply. They then demand first dibs for essential services. Effective rationing?
The uncertainty around fuel delivery is high. Tankers divert to higher bidders. The risk of not being able to supply essential services is too high to bare socially/politically.
Wouldn't you get to a point where rationing is required for essential services regardless of price?

That was probably me- I did a bunch of analysis in 2019 that business confidence for NZ was least correlated to their economy in all the world, matched party in power & PM gender and length of office, and we would all be better just looking at other countries confidence.
