The root cause has to be addressed at a cultural level. There's a published scorecard of the richest people in the world. That has to change in our hearts and minds. Greed must be rejected.
Mamdani is directly subsidizing food costs in the stores in the program, not capping the prices. I think this too is bound for failure when the money dries up.
I like the ideas but I don't think either are sustainable without changes to economic policy, which would solve the problem on their own.

In my opinion a local generation setup would be far superior. Time will tell if this succeeds, but I seriously doubt it.
