We delivered 200 smartwatches to Ukraine to better warn people with hearing impairments during air attacks.
Thank you to all donors!

Folks, I’ve got some tremendous news. The second edition of my co-edited volume—alongside the great David B. Macdonald and Dirk Nabers—is out now: 𝘗𝘰𝘱𝘶𝘭𝘪𝘴𝘮 𝘢𝘯𝘥 𝘞𝘰𝘳𝘭𝘥 𝘗𝘰𝘭𝘪𝘵𝘪𝘤𝘴.

• Avoid civil-war templates: Ukraine’s external war + civic mobilization make direct analogies misleading. Anchor interventions in local evidence, not imported models.

4/4 What donors can do:
• Prioritize accountability over data & portal proliferation: fund independent audits and communicate through channels residents actually use.
• Scale what sustains cohesion: support neighborhood initiatives and small NGOs that embody local agency and sustain trust.
3/5 Three numbers that stuck with me:
81% say local authorities are “undue beneficiaries” of reconstruction.
52% distrust the ability to manage funds responsibly.
86% don’t use major transparency portals (e.g., DREAM, Prozorro). If most people don’t use the tools, they won’t rebuild confidence.
2/5 We find a stark gap: recovery is visible (homes + infrastructure are coming back) and community solidarity is still strong (mutual help and volunteering didn’t collapse), but trust between citizens and authorities is low.
1/5 NEW STUDY: Irpin looks rebuilt. So why does it still feel “off” to so many residents?
That question sits at the heart of our new study with FES. We zoom in on Irpin - nearly four years into reconstruction - to understand what rebuilding is doing to social cohesion.

Danke!
4️⃣ Move beyond prohibited lines of thinking: where legally and operationally possible, relieve pressure on western Ukrainian airspace (e.g., protection by EU neighboring states).
3/3
2️⃣ Recalibrate the trade-off between national stockpiles and supplying air defense ammunition (until production rises).
3️⃣ Strengthen Ukrainian capabilities to degrade Russian military infrastructure enabling air attacks.

My op-ed on Europe’s failure to better support Ukraine ahead of a devastating winter is now available in English.

What needs to happen now:
1️⃣ Close energy security financing gaps and build reserves of critical components and spare parts (e.g., transformers).

Aufklärungsdrohnen in der Gegend um Kyjiw sagen so ziemlich alles, was man von der sogenannten Energie-Waffenruhe halten soll, was auch immer diese begonnen haben/beendet werden soll. Neuer Beschuss kommt leider recht gleich.

Very much worth reading.
I don't know what will happen in Iran, but these moments, when dictatorships are facing their own people in the streets, are all about breaking the other side first.

There are MANY reasons why it’s a bad idea for the US to ‘run’ Venezuela.
An economy in crisis. Disintegrating infrastructure. Nonstate armed groups deeply embedded into the state.

Needless to say that it doesn’t make you cool, left, edgy or anti-imperialist. It just means you have never listened to anyone from CEE.
Friendly reminder that if you advocate for policies that actively risk more people living under Russian occupation, you are *not* actually anti-militarist.
Why is this so difficult to understand for some?
Ist „gelegentlich“ Ironie?
