So here's a simple solution on dealing with Hofstadter's Law:

Set ambitious targets and avoid sandbagging--knowing full well that you'll miss some % of targets. As long as you move fast and learn important things, consider it a success regardless of the timeline being met.

If you're running a startup, is it more important to ship your product in X months as planned, or ship a superior product faster than competitors?

Often the latter is the only thing that matters. If you're outexecuting competitors, investors will line up behind you.

When we have more time, we waste more time before getting to the meat of the problem and discovering the unknown unknowns that always lead to delays.

What does it mean to over-optimize for planning precision? It's when we do things like sandbagging, or "adding margins" to plans.

The self-referential humor in Hofstadter's Law highlights a fact: Sandbagging may improve planning precision, but it also reduces execution speed.

Most times managers over-optimize for planning precision, and under-optimize for speed of execution. Timelines matter sometimes, but most often they're just an artifact.
