Absolutely, in NL's case this should have been started years and years ago. Granted hydro power has always been big in NL. Growing up there it always seemed like every little brook and stream had a small power generation station on it.
The entire east coast could easily be the World's largest wind farm, if there's one thing that is a guaranteed constant in NL, PEI, NS, NB and QB is wind. With the already existing infrastructure for hydro power the electricity produced could easily be put into the power grid.
