This is not a joke or sarcasm. This was literally Donald Trump's rhetoric over the course of mere days last month (and it reinforces Greg's summary of Trumpism).
For 20 years Democrats have been kicked in the teeth by Republican gerrymanders, and in response to Trump *explicitly* calling for GOP states to do everything possible to create a one-party system D legislatures have responded in kind and all of the sudden Republicans have discovered fairness.
The super power Trump has, and it's hard for nearly any other human to replicate, is his complete and utter lack of shame. He will say up is down in one sentence and down is up in the next and insist the latter is what has always been true.
Whatever benefits him in the moment, he will say.
