My point is that environmental review, permitting, etc is not a great tool for protecting species/ecosystem and hasn’t been for a long time. Streamlining may seem like a loss but will not meaningfully change outcomes. There are better approaches for salamanders (and other things)

My experience with environmental review: You spend a lot of time & money considering the salamanders but ultimately advance the alternative that will drain the pond anyway (just as everyone knew you would from the beginning)
