For elevator buttons it's often more programmatically complicated: sometimes door close buttons work in normal service, sometimes only in fire mode or other special operation modes. Sometimes they work in normal operation but they're pressed before the minimum door dwell time and therefore ignored.

Beg buttons that do work usually activate an optional pedestrian phase/sub-phase in a light cycle, but because the average user doesn't count light phases it feels random. Also beg buttons often don't get maintenance, so a button that's supposed to function may break and not get repaired.

As a systems/tech person it always irks me that both beg buttons and elevator door buttons aren't obvious to the user.

Some beg buttons don't do anything, *but* some are like elevator door buttons: they do something under some conditions - the outcome isn't always the same when you push it.
