All good. Winninger also mentions that Mayfair made a lot of last minute changes to the material he submitted which no doubt muddies everything.
Fine. Not saying they’re canon. I’m just saying Winninger himself said Moore helped create them.
No, technically Moore didn’t write them. But Winninger writes in the Watchmen Companion all about the lengthy telephone brainstorming sessions he and Moore had in creating the RPG adventure. So a co-plotter at least.
