1) This is a very funny criticism of Carney’s speech.

2) Everyone knew exactly what he was talking about, but Trump won’t care since it didn’t mention him personally. Not a bad tactic IMHO!

Prime Minister Carney's speech at Davos today was honest, realistic, pragmatic, brilliant, and received a rare standing ovation. He reportedly wrote it himself, not speechwriters.

That is incorrect. Canada specifically said they will NOT pay to join the Board of Peace. PM Carney agreed "in principle" to join the Board pending actual details. Basically: "we'll work in good faith if this is serious, but we're bailing if it's not."
