The Trident of Fish Command has unique art you can show players. It has an implied backstory. Players will ask “why did that hobgoblin even have this? where did he get it?” Aquaman jokes will fly when a player uses it.
It's mechanically worse than an enspelled weapon, but it's more evocative.
Trident of Fish Command Weapon (trident), uncommon (requires attunement) The picture is of a coral-encrusted, asymmetrical trident. This magic weapon has 3 charges, and it regains 1d3 expended charges daily at dawn. While you carry it, you can expend 1 charge to cast Dominate Beast (save DC 15) from it on a Beast that has a Swim Speed.
Compare with the Trident of Fish Command that Rob mentions in the thread. It's worse than an Enspelled weapon that casts dominate beast! Fewer charges, and only works on swimmers.
It's uncommon instead of rare, so maybe it's cheaper... but buying loot isn't as fun as finding loot. Because of story.
Here's my “yes, and” for this great thread on magic items.
The enspelled weapon is a good framework for DMs to understand how to design balanced magic items. But it cares more about game rules than story. It takes the magic out of magic: this item feels mass-produced in a factory.
