There are ways they could have done it, but this would have meant cooperating directly with the Cuban govt (whether giving direct aid or sending actual food rations to be distributed by the Cuban state). Clearly, Canada wanted to boost to the idea that the Cuban state 'can't be trusted' with this.

All that to say, the relatively paltry $8 mil was promised to these NGOs so despite the framing by Anand, it will do little to alleviate the immediate crisis. But Canadian airlines cancelling flights to Cuba is definitely aggravating the crisis and giving moral support to Trump. Villain behaviour.

So theoretically if WFP is running a school lunch program it could get out into that. More likely, it will get funneled into more long-term projects like agriculture programs (as if Cubans don't know how to grow food). Purpose of these is often to 'teach' western market-oriented practices.

It's unlikely that anything has moved that quickly, because Canadian aid is not given to the Cuban govt but to North American NGOs (like WFP) that choose how to disperse it. A lot of money typically ends up staying in the NGO as staff salaries etc, and money is put into their programs.

Tragic to watch Canada knock Cuba out of the WBC even while -in real life- the Canadian govt is helping Trump commit mass murder against Cubans. Watching baseball in Cuba is one of the most joyous experiences of my life: no ads, no luxury boxes, just incredible baseball played by normal people.

So while I'm sympathetic to the sentiment that many members of the current US administration are openly announcing themselves as war criminals, I worry that sitting back and waiting for the machinery of war-criminal-prosecution to happen reflects a serious misunderstanding of how such justice works.

And this is only the high-ranked Nazis we are talking about. Mid-level Nazis were desperately trying to get out of the socialist bloc (where they would be jailed or executed) and tens of thousands found refuge in the west. (Canada became a haven for Banderites from Ukraine, Ustaše from Croatia, etc)

The Anglo-American powers joined the war eventually, but only opened up serious offensives against the Nazis after the Soviets had pushed them back and were marching towards Berlin. Western leadership had been very warm with Hitler through the mid 1930s and tried hard to forge an alliance.
