It's not magic and it definitely doesn't always work, but I try to get them to check themselves if they aren't sure what the rule is. Is (x^a)^b equal to x^(ab) or x^(a+b)? Well, set x=2, a=2, and b=3 and see what happens.
Of course, this only helps if they realize they aren't sure.
