I think you mentioned your living biological brother is very transactional. Could this have been more of a calculated investment on his part? He doesn’t seem like the kind of guy that does things out of the kindness of his heart.

Nothing you’ve written seems to indicate this person is actual family. Just someone raised in the same house and with more shared DNA than most. He doesn’t even bother to feign empathy. He doesn’t deserve you either. I’m so sorry.
