No one who is 23 has voted in enough elections to consider them a sure thing and not worth a reminder.
Without getting into detailed targeting, we sent postcards to Dem-leaning households where someone registered isn’t highly likely to vote. That doesn’t mean only “unlikely” voters though. So it’s not surprising that you got one, though it sounds like you may have been close to the cutoff.
Give a follow to Postcards to Swing States. They lead in reaching likely Democratic voters around the country — we certainly will need more of that in the coming years!
