I find it's the hardest part, especially when it's not really been based on any particular idea

If it only happens in a specific scene I'd start there; copy it into a new scene, start a test stream but with all the elements hidden. Unhide them one at a time until it starts to lag. It will either be a combination of everything in the scene being too much or one specific element.

Just from this video my first guess would be the video encoder is struggling to keep up. I'd be down to try n help out if you want!
