TRACKER UPDATE: ICE planned to pay Washington Co., MD $2/day per bed instead of property taxes. We're calculating what that means network-wide and have asked ICE to confirm if it's a national rate.

Rep Joyce spoke against it. Rep Hoyer closes the debate by again noting the adverse effects on Americans of an improperly functioning IRS. The amendment fails.
Rep Hoyer introduced an amendment related to IRS funding, and Rep Ivey (D, MD-04) speaks in favor of it, noting the importance of effective IRS operations in accountability.
Rep McCollum (MN) said she’s questioning the NGs readiness. She doesn’t understand how picking up trash in the district helps their readiness.
Reps Hoyer and DeLauro made additional opening remarks decrying the lack of information provided to Congress and accountability of the Executive despite the fact that Congress is meant to be in charge of all funding decisions. They call specifically for accountability for Vought, OMB, and DOGE.
Rep Pocan added his opening remarks, echoing what others have said about the lack of information relayed to the subcommittee and lack of communication with and information from the Executive.
Rep DeLauro gave a scathing overview of the economic and social impacts of the bill in general, focusing on its adverse impacts on the most vulnerable Americans.
Rep Bishop (D, GA-02) followed with opening remarks, noting the effect that this bill would have on DC Home Rule.
Rep Hoyer noted that they haven’t had the opportunity to have the hearings needed to make these decisions, & he says it is intentional—part of an effort to marginalize Congress.
Rep DeLauro, the ranking member of the full committee, began remarks by shouting out Free DC & thanking us for attending.
Rep Hoyer, the ranking member, responded. He stated that the subcommittee is “flying blind” in making funding decisions due to a lack of information from relevant agencies, making today essentially a pro forma session.
Rep Joyce made his opening remarks, with an overview of the bill’s contents. He notes that Title IV cuts 10% of funding to DC, including a significant reduction in DC TAG.
He noted that Titles VI and VII include more riders related to DC, including reproductive rights.

NEWS: D.C. has released body-camera footage from the incident last October where D.C. resident Phillip Brown was shot by a federal agent during a traffic stop on Benning Road NE. The release comes after the D.C. Council passed an emergency bill requiring the disclosure.
Interesting: A new bill from Ward 8 CM Trayon White would allow low-income D.C. residents to perform community service as a means to pay off traffic camera fines. Each hour of service would be equivalent to the minimum wage ($17.95) off of what they owe in fines.
