Can't speak in yakuza since I haven't played it. But ff7 and mgs are games with overarching political themes that are known when you buy the game. Not devs injecting their political agendas randomly and in a jarring way.

There's a difference between having political themes, and injecting an agenda.

There's some that do, or address political themes, but I really haven't seen blatant propaganda coming out of Japan.
