I agree with your assessment. A lot of them struggle with budget and I suspect they just pad it out with some scenes that are easy to animate / are easy to progress the story. Kinda funny how B movies do that too.
Angel's Egg is weird as hell, kinda boring but worth a watch if you have not yet!
I recommend OG show first AT Votoms. Starts sorta slow, has QUALITY (so bad its good) moments, but man i find it ramps up in a great way thats uncommon for some anime. After that I would watch some of the side OVAs.
