I actually think that's a bug, not a feature - we could probably do with some less charismatic and more policy-brain people - but John Key, Jacinda Ardern, Helen Clark - even their haters consider them iconic in their hatefulness. Luxon's just so meh.
I think they underestimated how important charisma is in NZ politics. Our longest-lived and most successful (in terms of "doing stuff that shapes the country") governments tend to be led by charismatic people with strong personalities.
