Only news reports claiming NG soldiers were on the ground that came out the same day the federalization order was issued. Even the regular Army can’t react that fast, so they had to have already been there on state AD. Granted, the news reports could have been wrong, as they often are.
Was his speech inappropriate? Yes. Were previous speeches by Presidents to soldiers any less a part of their political strategy? No.

Bush I went so far as to invoke the Insurrection Act. Before that there are many other examples of that, starting with Washington himself.
They all are, what Trump has done is made it much more blatant. All of those speeches, from Clinton to Bush to Obama to T1 then to Biden and finally T2, served a political purpose, some were just better at obscuring that than others.

Regardless, facts seem to indicate that NYPD messed up & there will be consequences for that.
To clarify that: the PCA was enacted in 1878 to prevent the federal military from being used to protect the rights of freed black slaves in the Jim Crow south. Trump is trying to use the Insurrection Act here, an older law & challenges should hinge on his characterization of this as “Insurrection”.
