Thinking about it again, if you have a pentagonal prism, there is a theoretical height the prism could be where the chances when rolling it are roughly equal to land on any of its seven faces. By modifying the meeple shape and thickness, we should be able to make a balanced d7 meeple.

It's easy the mark the front and back differently, so that splits the big one into two distinct 35%s. Marking all the side versions is a bit harder, but grouping them gives 25%.

That's about the same level of bad as when they tried to charge me rent for the modem that I bought from a different store.
