The Rules of the road are predicated on various factors , one being the type of conveyance, speed characteristics etc likely( historically) to use said roads

The increasing uptake of powered bikes/ scooters needs to be properly integrated…regulated if you like

There is a difference between the the”rules of the road”and the Licensing of the Operator of particular classes of conveyances
