I do think discretion has to be applied when selecting them. SG tends to be powerful, so if you try to purchase all the ones you can of in-set SG you should let people know so they can gauge power level
You interpreted it correctly! In-set isn’t exactly restricted to just what you have opened. I chase down in-set cards to complete my upgrades sometimes. The restriction can be about power level, or it can just be simply to have a fully themed deck. It depends on your goals of engagement! Either way,
It seems about 10-15% of players thinks it doesn’t count. And I find that very interesting!
