I think he's just hoping that if he makes enough noise, one of those more competent governments will deal with Iran for him.

As far as I can tell he's hoping that if he causes enough disruption another, more competent, country will feel pressured to resolve things with Iran where the USA couldn't.

Not sure it will work that way.
