CRUK: "we have decided to cease all funding for publishing costs". This is of course incorrect, indirects fund library subscriptions.

If cost is a concern, it seems like capping fees charged to grants (like recent moves from CAS) is a more direct solution? Or banning fees to hybrid journals?
