[Panel 3] Looking up, we see the pokemon who's been speaking: Aza the Flaaffy, and her partner-in-crime/PMD partner: Tulip the Greedent. Tulip: (worriedly) "W- what- Aza! That's what you call 'safe'!?" Aza: "Well it is." (she says, 100% certain) [Panel 4] A lovely view, as the Flaaffy shows off the underside of her foot.
