You have to go to the top floor and take a staircase down to the basement from there. There's no other way. The stairs then go into a sub basement and it's completely dark, just keep going and feel the wall. Don't use a flashlight. Eventually your eyes will start to glow when you are getting close.

The toontown entrance is in an abandoned parking deck. It takes a full day to hike to it because there are no roads leading up to it, weirdly enough, but sure enough there is this pristine concrete structure in the middle of the woods with one 1977 Volkswagen beetle still parked there.
