Cloud nine does not remove the weather, it just makes it so the effects of weather don't happen as long as there is a cloud nine mon on the field (no chlorophyll activation, weather ball would be normal, no change in power of water/fire moves, etc).

So a week in: YES. There are absolutely bots in ranked, specifically in pokeball and great ball tier.

In great ball if you lose twice in a row you get paired with a bot. Not sure if there is a pattern in poke ball yet. Assuming we reset rank when a new season starts, I'll try to find out more then
