The fiscal system should be used not only for revenue, but encourage behaviour. It’s perverse to tax EVs during a climate crisis. If there’s a revenue shortfall from fuel excise, tax the gas industry.
All taxes go to consolidated revenue. No particular tax pays for any particular expenditure: the High Court settled this. So if there’s a revenue shortfall, tax the bastards who aren’t paying: corporations, mining giants, tech giants, et als.

1/2 Customs’ focus was the ‘war on drugs’ until Tampa. Prior to that they were opportunistic about refugees, using boat arrivals to get more resources. After Tampa the government refocused on refugees & terrorism. Then we invaded Iraq and everybody lost their fucking minds.
