Are we talking about the same thing? I mean a magazine or anthology announces an open call for short story submissions and someone submits a story, whether it be a story they had lying around or one they wrote because they were inspired by the call. It's not dead if that place doesn't accept it.

What do y'all think about submission holds? I don't do them because the worst feeling I've ever had as a writer was when an editor sent a hold but ended up rejecting my story. Don't get my hopes up! But maybe I'm in the minority on that?
