During the 2025 drought, JEM teams helped distribute over 875,000 litres of water to residents in need throughout our municipality.
Organized across the municipality, JEM teams provide critical on-the-ground support during emergencies such as setting up Comfort Centres — offering residents food, warmth and access to power when it’s needed most.

During National Volunteer Week, we recognize the 245 volunteers who make up our Joint Emergency Management (JEM) teams.
With six teams serving communities across the region, these volunteers are a vital part of local emergency response.

From comfort centres to search and rescue to emergency communications, over 700 residents of Halifax Regional Municipality volunteer to play a critical role in keeping our communities safe, connected and supported when it matters most.
