You’re right. Great care must be taken to avoid abuse. I’m just highlighting the distinction btw suppressing a minority defined by immutable characteristics vs. defined by those with a chosen will to erase the immutable minority groups’ power. We must always suppress that will, guilt-free.
I’d say the mechanism on its own is neutral, the intent and purpose is inextricably entwined with any implementation of the mechanism.
