in terms of concrete steps, there seems to be only one. The agreement to abolish OSCE's Minsk Group that had anyway failed it's mission.
I wish this puts pressure on Baku to agree on some additional steps re. Turkey-Armenia normalisation, while Americans can try to sort out the tripp.
