If something has been a part of UK political discourse for over 50 years I think it's a bit late to be describing it as an imported American obsession.
RAP was founded by prison activists and people who had been in British prisons, and was a response to home-grown issues. It took a more class focused rather than race focused approach than in the US, and it arguably owed more to European reformist/abolitionist thought than the US.
Radical Alternatives to Prison was founded in 1970 and Alternatives to Holloway was written in 1972. There is a history of prison abolition orgs in this country that has nothing to do with the US.
