In Ireland, we are doing a lot of things right in public libraries, but we are at odds with this philosophy. We require guardians and we ultimately place responsibility/consent for choices with them.

The EU Court has found that we have failed to even bring in the laws we’d need to comply with our obligations to combat water pollution.
