One source of information might be the Baltimore County Public Library. They have social workers there to help people navigate social welfare policies and organizations. Enoch Pratt in B’more City may have the same sort of programs.

Giving me flashbacks to my late loved hamster to whom we gave a piece of milk chocolate. Which was immediately placed in a pouch. And almost immediately melted, causing much consternation to said hamster. Also, many chocolate footprints on our kitchen table.
