Generally, a responsible dorm leader chooses two: a boy to help with specific tasks in the male area and a girl to help with specific tasks in the female area...

The dorm leader can be of any gender, as long as they meet the dorm's requirements or win the corresponding magical duel. (Just like Riddle in Heartslabyul or Vil in Pomefiore)

For in-game events, it's one of those rare occasions where all the dorm leaders are of the same gender.

This is thanks to magic.

The dormitories are divided into two areas, one for men and one for women, each with its own lounge.

But there are also shared areas for both, such as the kitchen and the main lounge.

However, both areas are magically blocked off after 12 pm to give students enough time to return to their rooms.

Let's start with something obvious. How do we put a bunch of teenagers who (in the dorms) don't have adult supervision in one place without it ending in disaster?

Simple :D

That said, this is just an excuse to be able to have female OCs in NRC without a certain sector of the community jumping down my throat.
