‘Even more’ implies that as is Ottawa gets more gas tax than of exurbanites didn’t commute for work. Partial use supports partial compensation.

It also depends on gas purchase location no? So if exurban commuters buy gas in city, that increases amount the city gets from gas tax no?

Wouldn’t the fact they are largely contingent on recipient jurisdiction having a transit system actually favour Ottawa (large municipalities) getting more of the money than a small town like Carleton Place? So this would offset some of the imbalance you were indicating?

1. Aren’t roads paid for partly through provincial gas tax, that is supposed to offset this bias?
