What pcb board is that with new mcu from pi

That seems like some power and ground loop issue

It's the same with some Bluetooth/Rf modules

Is there a hat or module involved or is it just noise strate from pi ?

U should be able to do it without hot air put a blob of solder on both side
Melt it and use a tweezer

As far as I seen these do work but wire length and possible emi cause problems ( also stray capacitance)

Yeah pads are gone
