This is an example of narcissistic abuse. Subjecting the victim (in this case, the U.S. population--indeed, the population of the entire world) to a steady diet of abject terror interspersed with claims of "I never said that" or "I was kidding" or "It's X's fault." This whole regime does it.

It's both shameful and baffling. It speaks partly to individual shortcomings, yes, but also points to a huge flaw in the system. Congress clearly has its own imperatives quite separate from the constituencies it purports to represent and which, in its collective mind, it considers superior to them.
