I've been using the P-15 and found that exact spot, yep. Found it helps to be a bit further away as well (not just to avoid being blown off the platform!)

It might be a Power agent. They turn up at settlements controlled by one of the powers, and often scan other npcs there. If it's coming up green, it could be the power you're pledged to. They're really annoying when you want to go wipe out an anarchy settlement
