Here's what we know: On January 28, President Trump issued Executive Order 14187, “Protecting Children from Chemical and Surgical Mutilation,” which (illegally) bans medical providers in the U.S. from providing gender-affirming care to any trans person under the age of 19. Last week, the Department of Health and Human Services issued “whistleblower guidelines” for implementing that Order. These guidelines would allow health care workers, clinical staff, and unrelated third parties to report providers who give gender-affirming care to young trans people, even if it meant violating a patient’s privacy.
