The context is specifically wind and solar (and battery). Depending on the project, hydro can have pretty heavy environmental impact. And to repeat. Hydro dropped. Per the article, due to drought. Which climate change is apt to exacerbate.

I like his final point that it is a sign of freedom and a free society to have prices fluctuate. Societies with stagnant prices that never move are not the kind of places you'd want to live.
